Solo mini by Richmond, Virginia's Bob Lewis (Scratchez, Nasty Monster). A bit like reading an issue of Tom Hosier's Purple Warp.
The couple of copies I've seen each have a number stamped on the cover so this appears to be a numbered edition (this copy is #124).
Specs: 4¼ × 5½", 16 pages. Published by Bob Lewis, 1983.
